Is Sidecar Health an insurance company?

Sidecar Health is an insurance company and underwrites the ACA Plan it sells.  

However, for the Access Plan, Sidecar Health does not underwrite the product. Instead, Sidecar Health is the exclusive program manager and administrator of the excepted benefit fixed indemnity insurance plans it sells. Sidecar Health Insurance Solutions, LLC (Sidecar Health) is a licensed third-party administrator that has contracted with United States Fire Insurance Company and Sirius America Insurance Company to offer the Access Plans. Sidecar Health is authorized to act on the insurance companies’ behalf to create, market, and manage the Access Plans which are underwritten by them. So, when you have a claim under the Access Plan, Sidecar Health pays the claim on the insurers’ behalf.

Sidecar Health is also an administrator for self-funded health insurance plans offered by employers.
